Most people check system requirements for one of two reasons: the app will not install, or they are about to download a file onto a phone that is already low on space. Both are practical problems, and both are answered by knowing four numbers.

What the Storage Numbers Actually Mean
Storage figures confuse people because there are three different numbers involved and they are often quoted interchangeably.
The download size is the size of the file you fetch, [XX] MB for the Android APK. The installed size is what the app occupies once unpacked, [XXX] MB. And the working size grows over time as the app caches game assets, images and thumbnails, typically reaching [XXX] MB after regular use.
The practical consequence is that you need meaningfully more free space than the download size suggests. There is no minimum speed that guarantees a good experience, because different parts of the app demand very different things.
